| The specs file says that if the indicator is 0 then it is informational imbalance and regulatory if it is 1. If the indicator is blank does it mean that there is no imbalance? |

| Is anyone seeing that the rules are being broken basically everyday? You are only supposed to be able to offset an imbalance not add to it after 3:40 as per the rules. I also have noticed that the imbalances are changing sides right up to 4:00. |
